Offa is one of the rank-5 Warlocks whose arrival deters the Breaking Dawn monarchs from destroying the Warlock inheritance, helping preserve the Warlocks' survival. Because of his advanced age, strength and intellect, the other Warlocks often defer to him on important matters.
His guiding aim is to nurture a rank-6 monarch of bloodlines so that the discrimination against Warlocks can finally be ended. He can also be sharp-tempered: he expresses cold anger at the idea that Bevis thinks he can decide things for everyone, reminding him that the Warlock Union is an alliance of equals and that even reaching Breaking Dawn would not give him the authority to speak for all Warlocks.
In appearance Offa is like an old man on the edge of death, his aura full of decay, yet no one would dare belittle him. He commands the soul force of a peak Full Moon, or Radiant Moon, realm.
