Volk Empire

The Volk Empire (sometimes referred to as the Empire of Rachel) is the distant, openly imperialist great power whose ambitions provide the antagonist for the late-series arcs. Where Holfart is matriarchal and decadent, Volk is autocratic and militarist: a state organised around expansion by Armor fleet and disciplined officer corps.

It enters the story as a remote rumour and ends as the war that finally drags Leon and Arcadia into open continental-scale combat. Its leadership treats both Holfart and the Republic of Alzer as soft regional prey, an assumption that does not survive contact with Old Humanity weapons.

Volk is the series' counterweight to the otome-game backdrop: a polity for which the rules of the game do not apply, and which therefore has to be beaten not by foreknowledge but by force.
