What was a City Construction Permit?
It was proof that allowed one to establish a player city within the Star Moon Kingdom. The towns that Divine Realm players had conquered so far could generally hold thirty to fifty thousand people at most. As for the towns conquered by the guilds, none of the major guilds sold housing there now — they converted everything into inns to accommodate as many transient players as possible. In practice, aside from their own members, almost no other players could stay permanently, which maximized the income those towns could generate.
But even a town had its limits on how many transient players it could handle.
Take the current Stone Forest Town, for example.
Stone Forest Town sat right near the Stone Claw Mountains, and since the majority of players had already reached level thirty, the number of transient players flooding into the town was growing by the day. The streets were packed shoulder to shoulder — even more bustling than White River City. In the end, a limit had to be imposed on how long each player could stay at a Stone Forest Town inn. That alone showed just how overflowing the town had become.
Exactly because of this, various corporations had been desperate to partner with Zero Wing.
But a town was still a town — it had its ceiling. Not only was the area small, but the surrounding environment itself was a major issue, making it unsuitable for many lifestyle and entertainment-focused players. Corporations from the real world could only squeeze limited wealth from it, more of a slow trickle than anything else.
A city was a completely different story. It dwarfed any town, typically capable of housing over two hundred thousand permanent residents. As long as the location was chosen well, lifestyle and entertainment players who had no interest in adventuring or fighting could live there comfortably.
"You've seen the City Construction Permit for the Star Moon Kingdom," Shi Feng explained at a measured pace. "If you partner with us, Zero Wing, you'll have priority in purchasing a large plot of land within the city. As for those one billion credit points, that's just a deposit. However, before I reveal this secret to anyone, we need to find corporations that are genuinely interested in cooperation — and they'll have to sign a confidentiality agreement. I have no intention of letting this information leak out too quickly and making us a target for everyone."
In truth, he would have preferred not to sell city land at all, because its value would only continue to rise in the future. Just collecting rent alone — if the city could grow into a metropolis with a million residents, the daily rental income alone would be enough to make Zero Wing obscenely wealthy.
But right now, he had no better way to raise such an enormous sum of money in a short time.
