Nanbonan Council

The Nanbonan Council is the merchant body that governed the merchant city of Nanbonan after imperial troops abandoned it. For the city's independence the Council pursued various measures, including secretly financing and arming the imperial nobles of Jinkaen who fought House Quordenze.

Viscount Galliana, himself formerly a Council member, calls its failure "half-measures": the Council could not choose between the will of the citizens, ready to defend a free Nanbonan, and the reckoning of the merchants, who held that surrender should have come sooner. After the city's fall the Council members are arrested, and its seal passes to House Quordenze, giving legal cover to the occupation.
