New Humanity is Luxion's term for the magic-using lineage that now occupies the world: the population of Holfart, Fanoss, Alzer and every other major polity. They are the descendants of the matriarchal magical race that defeated Old Humanity and imposed its political ordering on the survivors of that war.
From within, New Humanity is simply 'people'. From Luxion's perspective they are 'New Humanity inferiors' — a successor species that traded technological capability for inherited magic and a brittle aristocratic order built around the latter.
The framing matters: every time Leon helps Holfart, he is, in Luxion's accounting, propping up the descendants of an extermination. Leon's continual choice to do so anyway is one of the cornerstones of the series' moral arc.
