Counter-intelligence had always been a top priority. The recently expanded corps of enhanced knights made it possible. The bulk of the mercenaries who had trickled in from outside were expelled because they were utterly unreliable.

Entry into the area was checked with absolute rigor. Citizens registered in Nora's area received special rations, but outsiders weren't given so much as a drop of water. She manipulated the food distribution system, and if any citizen did hand something over, it was intercepted before it could leave the area.
