Therefore, it was recognized as a legion not by sheer numbers but by effective military strength. It was the Empire's ultimate military force.

The Imperial military was faithful to the principle that "strength is everything."

For this reason, it was customary for the commander of these legions to be the strongest individual within the Empire.

Within the Empire, only two Grand Marshals existed. One was His Majesty the Emperor himself — the rank of Grand Marshal equated to the position of Emperor.
