Of course, with the capabilities of a Tier 4 NPC—particularly a Tier 4 Archmage—it might be possible to destroy an ordinary guild's city. But breaking through a guild city built by a superpower? That was pure fantasy.
Any guild city constructed by a superpower contained measures specifically designed to counter and eliminate Tier 4 threats. Without such defenses, those organizations wouldn't deserve to be called superpowers.
