The Teleportation Stone only dropped from a single King-rank sea beast, but the number of factions competing for those slots was enormous — more than ten superpowers alone, to say nothing of the first-rate factions based on Dragon Heart Island.
Securing a slot was something only they, the Thirteen Royal Courts, could guarantee with confidence. Any other superpower might not even be able to pull it off.

The experts lining the hall were entirely unsurprised. They had seen plenty of people like Shi Feng — turning down a sure thing in front of Old Wu meant walking away with absolutely nothing.
"Young and headstrong?" Yi Yun watched Shi Feng leave, but she didn't see it that way at all.
After spending time with him in the Thunder God's Secret Land, she had come to understand his personality to some degree. Shi Feng would never do something he had no confidence in. If he said he'd handle it on his own, there had to be a reason.
But seizing a Tower of Four Gods slot from the clutches of all those superpowers — that wouldn't be simple either. This wasn't land; fighting sea beasts relied heavily on ships.
"Yi Yun, if you're worried about it, I can have my people follow along with our fleet for a while," a young, powerfully built Level 80 Ranger beside her said with a smile, noticing her concern. "That way they'll at least be able to get close to the boss. We wouldn't want anyone saying the Thirteen Royal Courts don't know how to show courtesy."
"Really?" Yi Yun turned to the young Ranger, her eyes brightening with pleasant surprise.
This young man was Yu Yu, the commander who led the Thirteen Royal Courts' Third Fleet. If Yu Yu was willing to escort Shi Feng and his group, getting close to the boss would be no trouble at all.
"Rest assured — with me leading them, they'll absolutely be able to reach the boss's location," Yu Yu said to Yi Yun with complete confidence.
