They only had 21 Passes in total, meaning they could send in at most 210 people. That left just 90. Even if they got lucky and obtained three more Passes over the next few days, they'd only have enough experts to field 120 people for the assault on a Monster Gathering Place. That was, frankly, too risky.
If Zero Wing failed on their end, and they themselves were targeted by other guilds, they could very well walk away with nothing.
With a conservative approach, they could at least fight for one Monster Gathering Place.
