When the Third Ward trial mission had exceeded ninety percent completion, the Black Phone had rewarded him with a medical file to which several patients' souls from the Third Ward were attached.

Those patients were all complete lunatics, and only Dr. Gao could keep them in check. Chen Ge had worried that releasing them recklessly would drive visitors insane, so out of consideration for his patrons, he had never used that medical file.

Now that the hidden mission tied to the Third Ward scenario was complete, based on his past experience, the rewards from these two missions should complement each other. So the first thing he thought of was using the president's appointment letter to control those deranged souls.
